Mozare3 Agricultural Labour Market Study

Market research into employment across Luxor's agricultural value chains, combining Labour Force Survey analysis with a field survey of 48 establishments.

CGS was commissioned to examine labour market needs across the agricultural value chains of Esna, Luxor Governorate, under the Mozare3 agricultural innovation programme. The study set out to identify wage-employment and self-employment pathways for graduates of technical and vocational education in the local labour market.

The work ran in three sequential phases. A preparatory phase agreed the research design with programme stakeholders and produced a 15-question establishment instrument covering workforce size and education levels, contract types, recruitment channels, training and internship provision, and the constraints employers face in hiring. Desk research followed, analysing 2023 Labour Force Survey microdata for Luxor residents holding professional, technical secondary or higher qualifications, alongside national crop area and production statistics and sector literature from development partners working in the governorate.

Fieldwork covered a purposive sample of 48 micro, small and medium establishments drawn from the value chains identified during the desk phase, with structured interviews conducted with owners or their representatives over a two-week period. Nine value chains were analysed in full: tomato, sugarcane, date palm, banana, medicinal and aromatic plants, onion, garlic, grape and agricultural waste, each mapped for its structure, actors and processing stages. CGS delivered the analysis as a full report with value chain mapping, the establishment questionnaire and an annex of available job opportunities.
