Monitoring and Evaluation of Decent Employment and Mobility Opportunities for Egyptians (DEMO)

CGS provides the monitoring, evaluation, accountability and learning service for DEMO, an EU funded intervention that works to increase employability and labour mobility for Egyptians in Egypt and Italy. The project is built around an Italian Egyptian centre for decent employment and mobility, coordinated jointly by Italian and Egyptian authorities and linked to the TVET network supported by Italian cooperation, and it responds to the mismatch between young Egyptians' skills and labour market demand, the shortage of decent employment and the pressure of irregular migration. The assignment covers a MEAL framework designed together with the Project Management Unit and the implementing partners, carrying an indicator matrix, sources of verification, reporting flows and alignment to the logical framework; a customized open source management information system, available to the partners free of charge; and training for the PMU and the partners on the system and on the monitoring methodology. A monitoring strategy for the implementing partners sets out data flows, reporting templates, evidence requirements and validation steps, supported by key informant interviews, focus groups, field visits to the centre and partner premises, and beneficiary scorecards. Reporting runs on a six month cycle and feeds four interim reports and a final report on project performance, results and lessons learned.
